An assistant has its own identity that belongs to a person, so its work is recorded on behalf of that person — never pretending to be the human. While someone or an assistant is working an item, it’s held for them, so two sessions don’t step on each other. When the work is done, the hold is released.
A judgment call goes to a person, not to an assistant.
Routine work the assistant can do is a task. A call that needs judgment is an open question or a decision waiting for approval, and it routes to the person it belongs to. An assistant running on its own will never quietly decide a human call, even when it’s near the top of the list.
